Getulio Vargas gained and retained the support of urban workers after he had demolished the previous dependent tax structure. He revised the structure to be independent instead of relying largely on the proceeds of agricultural exports and being controlled by rural landholders. Under his care, workers were granted with more benefits and a minimum wage. These changes he made lead to rapid industrialization which lead the economy to boom. All of these changes lead to the support of urban workers.
