Getulio Vargas
Getulio Vargas was able to gain and retain the support of urban workers because he was able to help the people. He created a new beginning for Brazil by implementing the political philosophy found in his book A nova politica do Brasil. All views were included in the corporate agenda and no one was left out (to an extent). Brazil's dependence on coffee was reduced, modern government institutions were created, and the infrastructure that could support and encourage industrialization was built.
Vargas obtained power in Brazil by ruling as a dictator and continuously
changing his political tactics. (He established a new constitution in July 1934
and another one in November 1937, this one based on fascist European models.)
He also gained power through the Estado Novo because it lead to doubled industrial
production, increased employment (944,000 workers in 1941 versus about 300,000
workers in 1920), and the growth of foreign investment (the German bank had 300
branches in Brazil).
